Florida Utilities


Florida's utility landscape is a mix of large, investor-owned companies, local municipal utilities, and electric cooperatives. Here is a breakdown of the major players and their service areas.

Investor-Owned Utilities (IOUs)

These are the largest utility companies in the state and serve the majority of Florida's population. They are regulated by the Florida Public Service Commission (PSC).

  • Florida Power & Light Company (FPL)

    FPL is the largest electric utility in Florida, serving more than 5.8 million customer accounts, which amounts to approximately 12 million people. Its service area covers a significant portion of the east and southwest coasts, as well as much of the central and northern parts of the state. It is a subsidiary of NextEra Energy.

  • Duke Energy Florida, LLC

    Duke Energy serves customers in Central Florida, including the greater Orlando and Tampa Bay areas, and parts of the Panhandle. They provide electricity to approximately 1.9 million residential, commercial, and industrial customers.

  • Tampa Electric Company (TECO)

    TECO primarily serves customers in the Tampa Bay region, including Hillsborough and parts of Pasco, Pinellas, and Polk counties. It provides electricity to more than 800,000 customers.

  • Florida Public Utilities Company (FPUC)

    FPUC is a smaller, diversified utility that provides natural gas, electricity, and propane services in several regions across Florida, including the Northwest, Northeast, and Southeast. Their service territory is more fragmented compared to the larger IOUs.

Municipal Utilities

These are owned and operated by the cities they serve and are not regulated by the PSC for rates or services.

  • JEA

    JEA is the municipal electric, water, and sewer utility for Jacksonville and surrounding areas. It is the largest municipal utility in Florida and serves more than 460,000 electric customers.

  • Orlando Utilities Commission (OUC)

    OUC provides electric and water services to the city of Orlando and parts of Orange and Osceola counties. Known as "The Reliable One," OUC is a major provider in the Central Florida region.

  • Lakeland Electric

    Lakeland Electric is the third-largest municipal utility in Florida. It provides electricity to the city of Lakeland and surrounding communities.

  • Gainesville Regional Utilities (GRU)

    GRU is a multi-service utility that provides electric, natural gas, water, wastewater, and telecommunications services to the city of Gainesville and parts of Alachua County.

  • Kissimmee Utility Authority (KUA)

    KUA is a municipal electric utility that provides power to the city of Kissimmee and surrounding areas.

  • Keys Energy Services

    Keys Energy Services provides electricity to customers in the Florida Keys, from the Seven Mile Bridge to Key West.

Electric Cooperatives

These are non-profit, member-owned utilities that serve specific, often rural, areas.

  • Lee County Electric Cooperative (LCEC)

    LCEC is one of the largest electric cooperatives in the nation. It serves a significant portion of Southwest Florida, including Cape Coral, Sanibel, and parts of Collier, Lee, and Hendry counties.

  • Clay Electric Cooperative, Inc.

    Clay Electric is a large electric cooperative serving 14 counties in North-Central Florida, including parts of Clay, Alachua, and Putnam counties.

  • Sumter Electric Cooperative (SECO Energy)

    SECO Energy provides electricity to customers in seven counties in Central Florida, including Sumter, Lake, and Marion. It is one of the largest and fastest-growing electric cooperatives in the country.

  • Withlacoochee River Electric Cooperative (WREC)

    WREC provides electricity to customers in Hernando, Pasco, Citrus, Sumter, and Marion counties.

Natural Gas Companies

Some of the large electric utilities also provide natural gas, but there are also dedicated natural gas providers.

  • Peoples Gas

    A subsidiary of TECO, Peoples Gas is the largest natural gas distribution company in Florida, serving more than 400,000 customers.

  • Florida City Gas

    Florida City Gas provides natural gas to customers in various parts of Florida, including the Miami-Dade, Brevard, St. Lucie, and Indian River counties. It is also a subsidiary of NextEra Energy.
